Used Tank Question

I am considering buying a pre-owned tank that hasn't been used in 10
years. Shoud I expect a tank that hasn't been used for that long to
have dry seals and thus water leaks?

if it's an old take with tar seals, yes. if it's a tank with silicone seals,
no.
