Get a 2-way valve. Put one side to the air stone in the tank, vent the
excess air pressure to the outside air.

Hang the pump by a string (cuts down on vibration noise).

I would just add that you should adjust the valves so that ALL the air it
produces is used. Choking it back makes back pressure on the diaphragm,
causing an early failure.
Once the air output is balanced, place a small length of pipe cleaner in the
open exhaust to act as a muffler.

The "buzzing" of my air pump used to drive me -crazy-...I solved the prob by
hanging it by the tubing off the edge of the tank stand. :)

it could mean you have too much back pressure from dirty/blocked air stones. pull
the hose of and see if it is quieter. Also, wrapping in polyester batting, or even
hanging the pump may help, dont let it touch any surface where it gets sympathetic
vibration going. INgrid
