Sand as foundation?

My neighbor came over recently and admired my new waterfall and future plans
for a pond, it seems he has caught the fever and wants one too....he asked
me if he could use sand instead of dirt to build the foundation of his
waterfall(approx. 3-3 1/2 feet high). I have no idea....would it collapse
over time?

Sand here too. My stream & waterfall hill is about 2.5 feet high from the
dirt we dug out of the pond. I made my kids and the neighbor kids run on it
everytime they came over, so it was fairly well packed. Then I used as big
of rocks that my son & I could roll up a gang plank into the back of the
van, for the sides. Didn't have to drive far as there was construction all
around us, who gladly gave up rocks and had them right on the curb. These
were put against the steepest sides and a rock garden of sorts was built.
Course they might as well be blocks as the ground cover covers them too.
