At the moment I have got a C/W peak aquatics 25 litre tank with gravel and
after reading many posts I am considering getting rid of the gravel and
replacing it with sand or bare bottom. But I will be looking into changing
it to a tropical at a later date can someone help me decide

I forgot to mention I have about 4 cory's and 3 GF

At the moment I have gravel in my goldfish tank but they need to have coarse
gravel so they don't swallow and choke on it! I have gravel in my tropical
as well and all my fish have funny shaped mouths (I think they are top
feeders that's why!) so none of them ever pick up the gravel so you should
be fine!

in a 25 litre tank? My god, you are MASSIVELY overstocked. You
shouldn't even have 1 goldfish in that!!!!!
Get a bigger tank (10Gallon per goldfish) or take back your
fish!
In regards to tank substrate either go for LARGE gravel/pebbles
or bare bottom.
