Had these plants for some time and I've decided to clean them. Is there
something I can soak them in to remove the algae/scum buildup on them?

hydrogen peroxide might work.

I use bleach mixed with some water. Just be sure to rinse thoroughly!
(sometimes this lightens silk plants a bit)

I set up a quarantine tank and had aquarium salt concentrations of
varying degrees during the quarantine. I had an 1 algae covered
plastic plant in there.
The algae seems to have died on the plant.
Now that the quarantine is over and the tank is sitting empty, I am
thinking of increasing the salt concentration very very high, say 10 %
of the tank and sticking the rest of my plants in there.
This should be safer than the cleach, this is not to say that I would
NOT do the bleach. I have used diluted beach for other things but
would like to take less chances in the future.
