Okay, I've gone through 3 sets to tank lights in about 14 months, and I'm
getting tired to buying the buggers. They are in a regular, made for the
tank hood, so it isn't some weird setup. Is any brand of bulbs longer
lasting than others? Is this a common problem? Or are my fish throwing
things at them when they get bored?

The rec.aquaria.freshwater.plants group would probably have many lighting
guru's because light plays a very important part of plant growth.
I think I read that flourescent bulbs have a short life (maybe 6 months)
before the light quality dims too much to be useful for growing plants, but
the light bulb itself should produce some amount of light for much longer
than that.
Other than that make sure there is a glass or plastic tank cover between the
hood and water in the tank and make sure you don't let the lights run more
than 10-12 hours per day.

The switch on my lamp hood broke so no lite for the fish except when I turn
on the desk lite. the switch seems to be pretty cheap, and I can't find
anyone local who will just sell me a replacement lite hood without buying
the entire top with lid, etc over again....

Try the hardware store. I wouldn't buy a complete lighting setup from them
because the ballast and end-caps are not water/rust resistant, but I doubt
the switch gets as much exposure to the water as those things.
