Peter I have a similar problem to you my tank is in my bedroom I have an
under gravel filter 2 round and 1 long air stone

Also a pump that has adjustable levels of power but I have mild sleep apnea
and don't sleep well any way

The added noise of my pump and air stones nights makes it even harder to
settle
and stay sound asleep all night

I turn it down as low as I feel is fair for my fishy family but often even
that disturbs
me

When I was buying the filter / pump setup I asked and he said yes you can
leave it off
all night but my fishes love it so much I looked at their faces and couldn't
do it

So I leave it on and try to think of the bubble sound as light rain falling
that makes it seem

You need the circulation to keep the tank oxygenated, even at night. Oxygen
is added to the water from the surface, so the water has to circulate
somehow. I don't advise shutting it off.

You should never turn your filter off (except for short lengths of time
while cleaning your tank etc) as the water flow is needed through the media
to keep your friendly bacteria alive. If you leave the filter off for an
extended period of time they will die.
Fluvals are gerneally very quiet. Which one have you got? I have a fluval 4
in one of my tanks and can hardly hear it. Perhaps there is something wrong
with the one you have? The filter should be kept clean inside (especially
the impellor) as other wise it wont run as efficiently so it's rubbish that
the noise wills top once there is some build up of algae inside. I'd insist
on a refund or exchange and get another.

what Mel says ... DONT TURN IT OFF. and if you dont have an airstone, get one in
there. I dont understand why people put them in their bedrooms at all if they arent
lulled to sleep by the sound of water.
