Ok, the fix as follows, get a piece of angle iron, the length of the
tailgate. Drill and mount with steel screws (as large as looks good) and
screw it on. This will pull it back into shape AND leave it stronger for the
future. I have used this method many times.

is no air dam like on the 2000 and later models. I really don't want
to drill holes in the bumper - my experience is rust when breaking the
