Several Pseudochromidae?
I have seen my local pet store, whom I trust, keep a few Bangai together for

Ocellaris clowns are the best schooling fish I've found that love to hang out in the open water if they have nothing else to do. (Even better if you DON'T have anemones or other flesh corals for them to host in; if they have a host, they'll of course spend all their time in the host.
