Is it better that the water flow through a UV alge light fast, or slow?

Flow through UV light
 

The uv exposure needed to kill algae, requires a longer time of exposure, so
slower is better. If you want to go faster,m then you need a larger uv
light.

the slower the better for the watt rating, fast does noting
