There is no point buying expensive so called live sand. Live rock is
all you need. Real Live Sand is full of inverts not just bacteria.

The
monterey sand is full of dust and other particules, you would have to wash
the heck out of it to get it clean enough to use in your tank

true to a point. Many people use sandblasting sand, and Southdown
aragonite from the hardware store with great sucess.

and still not
get the benficial basteria's to cycle your tank.

reef tanks have live rock that have all the needed bacteria

Plus the fact that your PH
would be all over the place

Please explain. This Monteray sand sounds like silica sand which is
insoluble in water and will not affect pH.
