What is making it "dirty" ?
How clean do you want it?
Are the fish protesting for better working conditions?
What kind of fish are they (koi, gold, union, unorganized, etc.) ?

Define what you mean by clean, there can be fish stirring up sediments,
algae might be making a mess, mud or soil discolouring the water,
excessive organic stuff decomposing....
