How do you "kill" a noxious weed?
 
Let it sit out in the sun for a week...

I dump them into my snail tank, where the Pomacea canaliculatas
rapidly convert the noxious weed into, um, a different noxious
substance :)

Compost it and bury it.
I don't toss out any plant material, I have a garden and dig a hole
and toss all of the plant materials around into it. All the water in
aquatic plants allows the fungus ansd bacteria to decompose it very
rapidly.
Tossing in garbage increases landfills/requires trucks to carry it
off/ etc. It'll enrich your soil and keep the material local. Careful
not to let it grow emergent and make sure it's buried good.
