Are cabomba, red ambulia, hygrophila polysperma and bacopa monnieri suitable
for use in cold water aquaria?

Yes!
I have up on my roof - outside a 20 gallon tank out there in the cold...most
of them are stem plants.
I have there many plants that were trimmed from my planted tanks... - The
are doing fine.
Temperature varies from 12-18 C.
