Plant Quality Issues
It sounds to me like diatom algae. Diatoms are eukariotic single celled
algaes that thrive in silicate rich water. It's a brown algae that looks
like dust or rust and covers anything and everything...

bio-spira these days (double the price) and they even charge you extra for a
cold pack. Their cold packs aren't gel type...

Kinda depends on the origin. It could be a member of the fox fish family or
if it's coming in with domestic sunfish and ghost shrimps, it could also be
something native that i'm not familiar with....
