The size of the tank and the amount and thickness of the plant cover will
always have some influence. Also the number of Tigers and/or loaches
will affect their behaviour. Tigers will not penetrate too deeply into
plants to chase down an Oto, so if you have lots of plants, then it's a
moot question. Loaches can be a bit more determined, but it's usually
short lived if it takes too much effort. Betta behaviour is too variable
to make any predictions. Generally is works out (as it would with Tigers
and/or loaches as well), but the occasional Betta is a power on to
itself. Otos don't generally bother anyone but the slowest Angelfish or
Discus, and even that varies according to their health, habits and food
supply. I think you'll be fine with a large enough tank (20g +).
