Is this an effective filter, a filter you would recommend me to get?
I currently have 1 pair of angelfish, 6 bleeding heart tetras, 9 ottos,
and 10 japonica shrimps in this tank.

I think you would find any of the modern (current) Eheims or Fluvals to
be quiet and effective, however the reviews on the Ecco (economy) are
mixed.
