If by "Great Stuff"you are refering to expanding polyurethane foam,
then yes, it can be applied in damp, but not very wet conditions. In
fact it uses atmospheric moisture to cure itself. It is not UV stable
and will go crumbly if exposed to direct sunlight so will need
painting.
