Mine isn't. I would guess that most smaller ponds are not. When mine
gets low I fill it with a hose.

I had a circuit run to the pond area, with a standard outlet on the
end of it so I can plug things into the circuit.

The circuit has a breaker with ground fault protection built in.

Mine is 120.
