We have had the water tested at every aquatic suppliers in Kent they have
been using chemical tests for everything except toxins. I have been in
contact with the water suppliers who have given me a break down of the
water analysis in my water area. the pond is small only 50 galls we have
had a maximum of 4 fish at any one time.

And you filter and aerate this little pond? 50 gallons is pretty small.
I'm at a loss. If there is no filtration or aeration I would say they're
suffocating but someone would have already suggested that to you already.
There's the chance it's some type of parasite or other disease.
