Default Who is picking on the betta?

Ok So I think the betta is doing it to himself. I have a couple of
times found him 'chasing' his tail, either that or I have found him
down on the gravel in a ball, with tail in close proximity to his head.
Now we need to know if there is anything we can do to make him stop.
Over the past week or so he has really done quite a job at shredding
himself. Do we need a few females for him? He is destined for a 10
gal tank with currently 3 neons and the CAE, we were planning more
neons once the tank catches up with the new additions we just made. I
wouldn't mind putting a few females in with him in the big tank, but we
are planning angels and gouramis to add soon.

Would 3 female bettas, the male, 3 black neons and the CAE overload the
10 gal?
