Default Web Authoring SW suggestions?

The best way I've found is to hand-code a template, then copy it for
each page, and hand-code those as well. Put comments into critical
sections so that you know how to add additional pages, what size images
you've used, etc... I've used tools in the past, but find that I have
an easier time expanding and updateing the site if I just hand code it
all. Also, there are no concerns about upgrading, etc...
