Do you mean ammonia? That should read zero. Start doing immediate
partial water changes of up to 50%. Do several a day.

29g tank, with live plants. I've had the guppies for about 2 months
and the goldfish much longer.

So this is a cycled tank with ammonia of 15ppm? ???

I keep fancy guppies, and i find when they get old and before they die they
tend to just hang out in one spot and dont do much of anything, will pick at
food. If you just got them they should not be that old but you never know.
Goldfish can get a tank pretty dirty how often are you doing water
changes/vacuuming? I guess its not the worse thing you can do but i woud not
keep my fancy guppies with goldfish for the reason stated above. It might
just be a problem with ammonia and you might see a difference once you get
it down. If this tank has been set up and cycled you might want to find out
why you have ammonia.
You could also add some aquarium salt to your tank, my guppies seem to do
better with some in the tank.
