The perfect height for your stand is exactly how heigh you would like
if. If you are planning on viewing the tank from a seated position, set
where you plan on setting, and center the tank at viewing level and
build the stand to that height. If you want to view the tank from
standing up. You can do the same.

Now if you want to make the tank easier to work on, make the stand
shorter, if you want more room under the stand go taller.

I have and have had stands from 20 inches tall to over 40 inches tall
depending on where the tank is at, and how people view it. So rather
than worry about how many inches, just figure out what gives you the
best view of the tank and work from there. You might even want to mock
up something to see what looks best to you.
