That's sounds a bit too labour intensive to me.

I have the instructions for one of these pouches:
"Dissolve 80g of aquarium salt in 240ml of warm tap water (48C) and soak
the pouch for two hours then rinse lightly in tap water. Pouch is now
ready to use"

aside from the sachet have you tried.... partial water changes?
