That's 3.6 watts per gallon.
I would not call that moderate light, I would call that
low light.

When you hit 4 watts per gallon I would then call that
moderate light.

Ideal is 5 to 6 (I have 6.6) watts per gallon for a nice
coral reef.

Softies will grow fine under the 3.6 watts per gallon.

Stonies will grow, but will have less vigor, and will tend
to get ailments.
