This could be some chemical compound which creates insoluble
phosphates which then will be removed by the filters or collect
with detritus on your sump floor... They mention clouding...
So some precipitation of insoluble material occurs for sure.
I think it is similar to iron based phosban but in a liquid form.
You could ask the manufacturer what the active ingredient is
and then it would be more clear how the product works and what you
really add to the water column. This would be important to
avoid known problems caused with aluminium based phosphate removers.
Thought I'd try the seller first...one more to go...

Of course they (sales) wouldn't tell me EXACTLY what it was
but what they say is exactly what you thought it did.
It's some "potent" compound that has an "opening" to accept a phosphate
molecule.
It binds to it and it is skimmed out via protein skimmer. He said you tank
is cloudy for 6 to 8 hours.
He also said to be careful not to lower your Phos more than 1ppm per day
because you can OD this stuff and possibly cause harm to you fish. Glue
their gills up.
