i've used epsom salt before to help in drawing out infections by
diluting in hot water and soaking,
would this have the same effect on a fish, (without the hot water of
course)?

In high doses its a laxative. In minor amounts its many times used to
add some magnesium/sulphur to the water. It is an ingredient in many RO
water additives to give pure water some required minerals and salts.
