Default Cool Under Actinics?

I had one that did. I forget the brand, but it had a lot
of actinic in it. It looked neat, but it did not look as
natural. I like 10 k mh lights as they give a more natural
look than the higher kelvin bulbs. I like to see the
natural colors. So I let that bulb run for a few days, and
then decide "no it's not growing on me, I'm changing it."

Do the metal halide lamps create similar glowing effect?
Lets say if I get 14000K blue bulbs - will they support fluorescence?
Or I still should have actinic bulbs for that?
