Default White film on fish?

Sometimes fish rub against rock and some abrasion might occur . I'm not
saying that's the case but it can't be ruled out of possibilities.

Ick will not cause the fins to deteriorate. That usually is caused by

bacterial
infection. Check the packages at your LFS for treatments for "fin rot."
