Angel fish staying at the surface

My tank is 125 gallons.
I have had my tank filtering for about four weeks now.
I have had the water tested and it is exactly where the pet store has
recomended.
I'm not sure what kind of catfish these are, other than spotted catfish,
they are aproximatly 3 inches long and my angels are also three inches long.
The catfish do seem very active.
One thing that I noticed last night, was that the temp was right at 80 to 81
degrees, so I turned it down four degrees, maybe that's it, I dont know.

Couple questions...
How big is the tank?
Has it cycled properly?
What type of "spotted" cats are they?
Size in relation to the angels?
Noticed any aggressive behaviour by the catfish?
Do the catfish seem healthy while the angels do not?
If it's possible to move the catfish, even temporarily, try it. If
that's
what is bothering the angels you'll know because they should mellow out
again after a little while. If they are still stressed, watch for illness,
check your water conditions, post back here again with more info, and more
specific help will be easier to give.
