I am thinking about designing such timer for months... :-)
Cannot get around to actually do it.
From the electronic point of view it is very simple device.

It should have 6-8 independent channels with an option
to do the cool-off time for turning on MH lamps, also
lunar calendar and DC output to dimm the lunar lights.
It could be one time programmable through your pc, to avoid
the dreadful need for making display and keyboard into the unit.
