Wayne, I am using RO water. The mixture sits in an airtight pitcher (one of
the old type screw-on lid lemonade pitchers) with a lid on and only gets
opened when I need to fill up my drip-dose container. It just seems that
this only started to happen after I received the new container of Kent's
product that's why I was wondering if it could be a bad batch (don't know if
that's even possible though). Thanks for any suggestions,

You say that you are using the same water, but if you are using tap water,
that changes.
Dry calcium hydroxide will loose it's strength by absorbing CO2. It's best
for long time storage, that you store it in an air tight container. A bag
is fine for short term storage. If storing in a bag, double bagging and
triple bagging helps.
