maybe he's got bloat? and maybe he's inhaled an air bubble??
floating on the top is usually ok. the upside down thing happened to me when mine wasn't eating. Is he really skinny? the vet told me to do. Warm up the tank, to about 82-84 degrees, my frog looked better, soon after I did this. then get some mashed baby food, chicken or beef, some sort of meat, and force feed him. Luckily I got a dropper and I didn't have to forche his mouth open, I was nervous about that cuz he's so little, but I squirted it in his face and he started eating. At first he barley moved his mouth, but through the day he got more active. I offered him food about every 30 minutes. If you do have to touch your frog do it sparingly and w/ gloves the oil in our skin can hurt their skin. Make sure not to let the chicken go bad and you'll have to clean the tank to get the chicken debris out, and take them to a vet if you can in case they have a parasite or something, but this should help your frog. it helped mine A LOT! he looks so much better than yesterday when I found him, thank God :-)
