When you soaked it in bleach, you killed off the good bacteria - that's the
reason for having a biowheel in the first place.

Next time, take some siphoned tank water and clean the biowheel thoroughly
in that.

Check for large buildups of organic matter on the pleats that may be

causing
it to be out of balance. Then check the axels and the slots in the

housing
for debris. There are, IMO, *very* few cases when a bio-wheel actually

needs
to be tossed.
Also check water flow, it may be diverted, or not strong enough to

turn
it. These things have always gotten things going again for me.
