So with that information let me ask you this... I used "CopperSafe"
about a month ago and have done 2 wather changes of about 15-20% each...
When will the copper level be low enough to add new live rock? Is there
a measuring test for copper?

The problem with all Copper meds is that it chemically unites with all
calcerous materials, and with changes in pH, leaches back out into the
water, making it impossible to keep invertebrates or denitrifyers for
what is probably an indefinite period of time. What one can do is, at
the best, is to start over completely, with all new substrate, rocks,
and any bio-media, and scrubbing out the tank to its bare walls. There
is simply no time-table to tell when your tank would be safe for
invertebrates or liverock, nor any test kits I am aware of that one coud
use that woud deem a tank 'safe' again.
You could change 100% of your water, and the copper will still be there!
In a nutshell, Copper based medications cannot be used in any style of a
'Reef' system, and if used, one needs to start over again with
completely fresh materials. Ciao!
