Welcome to the obsession. First and formost, remember the cardinal
rule..

1: Start out slow and taper off from there.

In an FO tank, you could get away with normal flourescent lighting
and a basic powerfilter of proper size. If you have 2 clown fish, be
sure they are a mated pair, or territory disputes may ensue,
resulting in unhappy, and perhaps injured or dead fish. The "blue
hardy things" are likely damsel fish, which are prone to aggressive
behavior, YMMV. In my limited experience, I'd recommend a tank no
smaller than 40 gallons, perhaps larger. In fishkeeping, the best
idea is to get the largest tank you have room for and can afford,
this makes many things easier to cope with. Please post again if you
