Cleaning out a tank

I am not sure what kind of alcohol the louts poured in the tank. I
don't know if this will make a difference in the cleaning procedures.

Somebody in your house has either a mental problem or an alcohol problem
or both...
May I suggest filling the tank with tap water then using the head of the
culprit as a cleaning rag. Give the insides of the tank a good
scrubbing. 4 or 5 minutes of vigorous cleaning should do the trick.
It might even get the tank clean.
