i had the same problem and I just gave up on the disk airstones.
I stick with airstones that are cylindrical in shape and come with
suction cups to keep them in place. the only thing i think will keep the
disks down is sticking them with the same kind of glue thats use in
corners of glass aquariums way before you fill it with water or put fish
in it.
