Goldfish resting on the bottom of the tank (really annoying), PLEASE HELP!!!...

My tank is a REKORD 70 by Juwel Aquariums, so it's a 70 litre tank. I
change the water every week, every fridays. I change 25% of the water
and I've done 50% water changes as well when I felt that the water
quality was poorer than usual. I never thought it was the water
quality as the water is real clear, I assure you. The ammonia,nitrite
+ nitrate levels,well i dunno about that yet.
...clear water doesnt mean anything. nitrATE levels should be kept 20 ppm or less.
this is the reading used to determine how often and how much water needs to be
changed.
leave the algae alone on the back and sides of the tank. if it is growing on the
front so it needs to be scraped off more than every other water change your wastes
are too high.
yes..... inactivity in otherwise active fish is a behavior pattern that indicates
something is wrong, the first thing goes wrong is water quality 98% of the time.
this leads to stress in the fish and the immune system goes down and the fish gets
overrun with parasites and then bacterial infection.

But i can tell you that the pH is always neutral or a bit alkaline.
And the temperature is at a constant 20 degrees C. Lights are on 8
hours a day and there are 4 plants in the tank. Algae is another
constant battle, i must say. So you're saying that the fish are
resting on the bottom due to water quality?
