I have seen them done using a 5gal bucket with a toilet flapper valve
installed in the bottom. Just cut out the hole, install the mount that
normally goes in the bottom of the tank. A float will open it and gravity
does the rest. Make sure you plumb a pipe above the level of where it should
"flush". That way you have a over flow preventer just in case the flap ever
gets stuck down.
