IME, neons are a bit on the fragile side from a cycling point of view. Do you have other tanks already running right now? Seed the new filter with media from the established one. Or do a fishless cycle and avoid killing any fish at all. I have ceased to put fish through the cycling process, it's just mean since there are other options.
