Default melafix yes or no /also cycle

Sorry guys I know your tired of my betta's
Alright, since everyone has went back and forth about it, have we came to a
conclusion??
I am asking because of my betta's, 2 red and 2 blue, Thankfully I had a lot
of help getting them healthy again, and I do think they are, they are eating
and bubbling ect. the red one's tail/fin are looking almost new again, I
would say 98% improvement from the start, the blue ones were not in great
shape due to a few things (being cooked, ich), and with constant water
changes and keeping tank clean (they all have filters) the blue ones are
eating and swimming but tails don't look nearly as good as the others and I
do the same thing to all of their tanks (same amount of water changes, same
amount of food) maybe they are just healing slower for some reason, but
their tail/fin is still fraying, would melafix help the healing since I
don't believe there is any other problems no infections or anything. Or
would this be one of those times that salt dips could help, or maybe just
use peroxide, Like I said I don't think health is a concern at this point,
and maybe its bothering me more then them, but I don't think they are
healing like the others. Also my goldfish and gourami are doing great, other
then fighting all of a sudden after two years i may seperate them.

One more thing different topic: I just set up a 40L, as I was doing my other
tanks I used some water from that tank to fill this one, I also used three
big scoops of rocks from that tank for the new one, I also had filter fiber
a big chunk of it in my other tanks filter (been in there for over a month)
which I put in with the new filter on the 40 L, will that help it to cycle?
