Default Advice - hornwort and frill

I have 15 gal tank that is about 2 months old. Stable, water is clean, fish
happy. Java fern is nice and green. Lillys seem to grow good. However,
hornwort and frill will grow for a bit and then turn brown and die back. Is
this normal for this plant? I've grown hornwort before, and it grew like a
weed, but I'm not having much luck now. I've put plant fertilizer in the
water, maybe I need to setup a co2 bubbler? Is there any type of water test
that might help?

If by frill you mean Myriophyllum (aka Parrots Feather), it requires
bright light. If it grows out of the water (as in a pond), the leaves
almost look plastic. In the wather, it's a bit frilly. I've never had
any luck with hornwort. They just die in my tank.
