Sludge layer on my liner

a surface-skimmer (yet) so I assume that's where the sludge is coming from.
Should I empty the pond (1 at the time) clean it up, and refill it (already
after 1 year), or is there anything else I can do to clean it up. I
wouldn't mind if there was this algae on the liner (won't float), but there
hardly isn't any.
