It shouldn't be difficult to adapt a modern toilet float valve to control the
water level. The modern ones have a float that slides up and down the water tube
instead of the old ball float on an arm. These valves are designed to have a
constant water supply coming in the bottom. You'd have to work out how to plumb
it and support it in your system.

RO filters are used a lot by people who raise orchids. The systems that are
marketed to these people have optional shutoff floats. I'm sure that they're
also available for the ones used by aquarists.
