Default Painting back of tank?

Anyone done this?
I'd like to paint the *outside* of the rear pane.
Can I safely do this with the tank running? (I promise not to clean
the roller in the tank).

Flat latex OK? Or would a satin or semi-gloss be better.

What looks best- dark blue or black?
I currently have 4x96w diy pc lighting (2 10kk, 1 actinic, 1 7100k
'blue'- and BTW working on a cool LumuLeds LED night viewing light).
