Default UV lights.. I'm tired of my green pond!

I've been trying plants, and barley straw now for over a month, and my green
hasn't even subsided a little.

Has anyone built a low cost UV light setup, and if they haven't, what size
would I need for a 14'x14' by 2-3 foot deep pond?

Who go the cheapest online prices for these?
