Default Hair Algae and Bioballs

I've been having problems with hair algae overtaking my live rock in my
30-gallon tank. Water quality parameters are testing fine. I've heard that
if I slowly remove the bioballs from my wet/dry and just use the liverock
for biofiltration, then my problem may be solved. Has anyone had any
experience with this?

Also, I don't have a protein skimmer yet. Would it help my hair algae
problem if I installed one?
