AH Supply Kit Trouble Shooting?

Hey,

I've wired the kit according to the instructions that came with it, but
when I plug in the bulb and the fixture, it doesn't come on. I removed
the wingnuts from the red-red-brown and blue-yellow connection, and
applying a voltmeter, I see power at this point. What can I do to
troubleshoot and figure out what is going wrong? Anyone have similar
problems?
